 COMPONENT: Reproductive Health (OUTPUT 1)
 PROJECT TITLE: Increased availability of quality RH services and commodities
 THEME: Reproductive health services
 IMPLEMENTING PARTNERS: Ministry of Health and Medical Education
 PROJECT GOAL: Increased access to basic social services, including reproductive health care and HIV/AIDS prevention and services for all vulnerable groups
 MAIN ACTIVITIES:
  1. Standardization and implementation of clinical protocols for safe motherhood
  2. Development of national service guidelines for family planning services
  3. Establishment of mother-friendly hospital
  4. Development of a cadre of behvarz-midwives to improve trained birth attendance in selected area
  5. Identifying the role of various stakeholders in financing and procurement of contraceptives
  6. Support operations researches in expanding the choice of contraceptives
  7. Strengthening the capacity of the RH logistics management system
  8. Review and revision of the reproductive health management information system
  9. Increase of availability of RH services for men
  10. Integration of GBV services into the health facilities in pilot centers
  11. Provision of services for selected RH morbidities in pilot centers

 COMPONENT: Reproductive Health (OUTPUT 2)
 PROJECT TITLE: Improved youth-friendly RH counseling and services
 THEME: Adolescent reproductive health
 IMPLEMENTING PARTNERS:
  • Ministry of Health and Medical Education
  • National youth organization
  • Ministry of Education
  • Literacy movement organization
  • Family planning association of Iran
 PROJECT GOAL: Contribute to increased access to basic social services, including reproductive health care and HIV/AIDS prevention and services for all vulnerable groups
 MAIN ACTIVITIES:
  1. Develop a comprehensive national adolescent and youth RH strategy
  2. Develop the skills of a group of trainers to be master trainers for reproductive health and life skills education
  3.  Develop a group of counsellors (either from the existing system of school teachers or a new recruitment based on defined selection criteria) for covering 5 schools to provide counselling services
  4. Create a cadre of counsellors at university level to meet the RH counselling needs of university student
  5. Sensitize parents to the needs of adolescents and youth through regular workshops in which the counsellors and teachers involved in RH education and counselling participate
  6. Provide assistance to the Literacy Movement Organisation for specifically providing RH and life skills education to adolescents and youth out of school/college in selected districts
  7. Develop a group of peer educators and counsellors selected from NGOs, especially youth NGOs and organisations, to educate and counsel adolescents/youth out of school/college
  8. Develop pilot projects to provide information to adolescents and youth through hotline or internet
  9. Advocate to policy planners, health systems managers, local leaders for provision of RH services through primary health care system
  10. Pilot test provision of RH services for adolescents and youth in the primary health care facilities in selected districts

 PROJECT TITLE: Improved HIV/AIDS awareness and services
 THEME: HIV/AIDS
 IMPLEMENTING PARTNERS:
  • Ministry of Health and Medical Education (Centre for Diseases Control- in charge of the national AIDS programme)
  • Ministry of Welfare
 PROJECT GOAL: Contribute to increased access to basic social services, including reproductive health care and HIV/AIDS prevention and services for all vulnerable groups
 MAIN ACTIVITIES:
  1. Promote advocacy and policy dialogue on sexually transmitted infections and HIV/AIDS with key decision makers, policy makers, community and religious leaders
  2.  Support behavioural surveillance system with focus on young people and women
  3. Support socio-cultural studies to access hard-to-reach high-risk behaviour groups in order to guide the development of interventions on HIV prevention
  4. Ensure availability of condom by ensuring that the forecasting for condom requirements include condoms for prevention of sexually transmitted and HIV infections
  5.  Support the MOHME's pilot integration of HIV voluntary counseling and services within primary healthcare services
  6. Train private sector providers in diagnosis, management surveillance of sexually transmitted infections
  7. Provision of Women-Friendly Services (HIV voluntary counseling and services, management of sexually transmitted infections, and provision of condoms) through Ministry of Welfare crisis intervention and rehabilitation centres

 PROJECT TITLE: Increased awareness and capacity on reproductive health (RH), adolescent reproductive health (ASRH), Reproductive Rights (RR) and Gender.
 THEME: Advocacy for RH, ASRH, RR and Gender
 IMPLEMENTING PARTNERS: Ministry of Health and Medical Education
 PROJECT GOAL: Increased access to basic social services, including reproductive health care and HIV/AIDS prevention and services for all vulnerable groups
 MAIN ACTIVITIES:
  1. Development of a network of institutions active in advocacy for RH, ARH, RR and gender
  2. Conduct of advocacy activities on RH and ARH, RR, and gender among policy makers, parliamentarians, decision makers, and media.
  3. Conduct of advocacy activities on RH, RR and gender among religious leaders in selected remote districts.
  4. Conduct of public awareness campaigns utilizing interpersonal and mass media communication on themes identified
  5. Sensitization of men on RH, Gender and RR.
  6. Evaluation of the effectiveness of the project approaches

 COMPONENT: Reproductive Health (OUTPUT 5)
 PROJECT TITLE: Strengthened national capacity in disaster preparedness to address reproductive health concerns in emergency and post-conflict situations
 THEME: RH in Emergencies
 IMPLEMENTING PARTNERS: Ministry of Health, Iranian Red Crescent Society
 PROJECT GOAL:

The aim of the output is to ensure that Iran has a nation-wide capacity to prepare for and respond to natural and man-made disasters, especially where RH is concerned, in a rational, well managed and coordinated fashion that keeps human damage to a minimum and facilitates rapid return to normal reproductive health and social functioning.

 MAIN ACTIVITIES:
  • Preparation of National RH in Emergencies Plan of Action (NRHEPA) that can be referred to by all relevant partners to guide preparedness and response to natural and man
  • made disasters
  • Preparation of protocols and guidelines that cover all relevant aspects of RH response
  • Training of Rapid-Response Teams (RRT) of RH-related specialists
  • Equipping of the Rapid Response Teams (RRT)
  • Distribution of protocols and training the hospital, PHC and all other relevant health-related staff who are involved on RH in emergencies
  • Establishment of a centre with a capability of developing a "living" database on RH and other health aspects of disasters, data analysis, training and policy evaluation.
  •  Stockpiling of RH materials and commodities.

 PROJECT GOAL:

Improved production and utilization of data disaggregated by gender, age and geographical location

 MAIN ACTIVITIES:
  • Engendering of the population & housing census data of 2006, and engendering of surveys
  • Unification of Data System through strengthening technical capacity of Statistical Units of various sectoral ministries in data collection and analysis
  • Develop and institutionalize coordination in data collection .
  • Strengthening Capacity of Civil Registration Organization (CRO) in Collection and Analysis of Civil and Vital Registration Data

 PROJECT TITLE: Evidence-Based advocacy for legislation that protects against gender-based violence
 THEME: Gender advocacy, Specifically gender-based violence
 IMPLEMENTING PARTNERS:
  1. Centre for gender studies, U. of Welfare Sciences
  2. Centre for women’s participation
 PROJECT GOAL:

To strengthen capacities for the rule of law and to strengthen institutions responsible for national management systems

 MAIN ACTIVITIES:
  1.  Develop network of institutions – government, civil society, academic/professional institutions – to advocate and address issues of gender-based violence
  2. Train a core group of trainers on advocacy and technical skills in planning for and delivering services in connection with gender-based violence
  3. Bring together the existing information/data on gender-based violence from different sources
  4. Strengthening Centre for Women’s Participation role in monitoring and evaluation of gender-based violence
  5.  Review of religious doctrines as well as civil laws/regulations in terms of how they address gender-based violence
  6.  Development of advocacy materials aimed at (1) policymakers/lawmakers and (2) the general public
  7.  Conduct sensitization seminars/workshop for (1) religious figures, (2) politicians and parliamentarians, and (3) the media (written and broadcast)
